Yes, you can print from an ebook limited by the licence and publisher rights management software. This also may limit the amount of pages available to downloaded as a PDF.  

Each ebook supplier's printing permissions vary depending on its policies and procedures, and copyright laws. 

Some providers, notably ProQuest eBook Central, have software to monitor use and will block any unauthorised use of their titles.
